The main tasks of farm advisors at the national levelsimilarly to other European countries, belonging to the state accredited FAS networkcover the assistance of farmers in administrative work related to the implementation of various support measures, fulfilling cross compliance, GAEC and other rules, as well as production related consultancy and decision support, for example advice in innovative (including digital) technologies, climate smart practices, sustainable farming methods, risk management, forecasts, ir pan. This kind of work necessitates that advisors have detailed and updated knowledge about the various properties of their clients, including size, struktūra, production orientation, physical, geographical dimensions, farming and economic activities, that can be achieved by regular site visits, field observation and data collection. The method of recording, collecting and processing data for the aforementioned purposes can be still characterized by traditional, paper based or basic, offline software tools. Both farmers and advisors already have the right equipment available for a potentially much more advanced, digitally facilitated workflow, but they are not aware of the opportunities and/or don’t know how to use them. Especially there is a reservation against ICTs among the older generation (dominating the target group), partially due to the perceived complexity and learning curve.

We demonstrated good practices and develop capacities of using simple but efficient, free to access, open source digital tools and apps, optimized for devices which everyone has: smart phones and tablets, in the areas where these can best shine, and therefore greatly motivate, attract and engage users from both the farming and advisory community.

By improving digital skills of farmers and advisors, offering useful and forward-looking digital services to farmers and advisors, the competitiveness of the Hungarian farmers and advisors will be strengthened.

Kas naujoviška jūsų praktiniu atveju?

Mobile devices (even the modest versions) can be turned into highly practical and useful solutions with rightly selected – configured, customizedapps for numerous everyday farming and advisory user cases. “Out of the box” they provide GPS for geo-location, camera for photo, video and sound recording, timestamp, username, paštu, IMEI and other data identification, and through apps, input form designer, offline operation, server connection, API (application programming interface) for interoperability with other systems (such as farming or e-government related software).

The main beneficiary agricultural sectors are such where location data is more relevant, therefore mapping and scouting is frequently demanded – for example, crop production, sodininkystė, fruits and vegetables. Our targeted sectors are also the knowledge and technology intensive ones, and where smallholders and family farmers are more dominant.

Farmers and advisors can arrange their tasks quicker, with less chance of making errors (than manual data recording), within a shorter time.

The work process becomes more convenient, everyone has a smart phone in the pocket, there is no need to carry around a lot of equipment, documents or other items to get the field work done.

Applying our user case techniques, we can also demonstrate how open source, open access tools, free apps, cheap devices (like even basic smart phones) can supplement functionalities of much pricier commercial alternatives, nearly entirely. This can also decrease the dependence from input sellers, ICT service providers; their monthly fees, high entry purchase costs etc. Rather than paying for those – often unnecessary, unjustified, not well customized, local farming context irrelevant – commercial solutions, by our approach, the added value can be represented in the fees and income of the advisory service itself, which is aware of the needs and the circumstances of their farmer clients much better.

Išmoktos pamokos

Streamlining several of the most demanded advisory services became possible, at the same time demonstrating and implementing interoperability good practices and integrating open access, open source applications. Using and reusing mobile devices (even old handsets are possible) was conducted in the field efficiently, and the use case especially well supported the development of digital competences, capacity building, and hands-on trainings.

At the setting up of the activities, we involved our lead experts and started the preparatory steps of modules design, organization of meetings, and website planning. We held a meeting with farm advisors, which covered a presentation of the project objectives and planned work tasks, including the role of advisors and their farming partners.

Advisors worked with the lead developers for the design of the templates. Advisors were requested to enumerate their farming partners who can directly be involved (30) and those reached (300).

We developed eight separate user ‘sub-case’ examples – 6 for farmers/advisors and 2 directly for advisorswith detailed description, guidance, mokymai, demonstration and support package, testing them by five advisors, each of them involving at least six of the farmer clients at the national level.

Advisors were motivated to test the apps and provide feedback, as part of their regular work, to be expected partly or entirely on a volunteer base. Many of their farmer partners, especially those involved in an earlier, completed project still had the mobile devices (tablets) which they used for communication with advisors and various agricultural purposes as well, so they became a potential user group for the FARMStool supported services. Through the advisors, many more farmers became involved and received access to the tools.
